Why has neuroscience not settled the question of free will?

All of man’s science is based on physical proof. What physical properties does the will have? Can you hold it in your hand? Can you pour it on to your cereal? Have you ever heard/read of any doctor, especially a surgeon who removed the will of a patient when they removed their tonsils? Performed a heart transplant, Removed a bad kidney, removed gall stones or performed brain surgery? Human science will not find the physical evidence of the will nor will they ever produce the physical proof of a spirit. (Even though ghosts can be captured on cameras. Technology makes this evidence speculative and open to interpretation.) Human science will also never produce a mind or the thoughts that a mind contains. Human science is limited, finite and incomplete because man’s vision is also limited by his blind refusal to open his limited mind to a universe of possibilities that exists beyond the physical realm.

People who claim to see Ghost describes them as wearing the same thing they were wearing in their demise, why is that? also how is their clothes, not Material anymore and it's just a sort of figment of the imagination?

We are not the sum of our bodies. We are not physical at all. We are mental creatures and our purpose is to gather information. This is why we think. We gather thoughts, we think thoughts, we read other people’s thoughts in books and newspapers and magazines, text messages and on the Internet. We hear other people’s thoughts. Thoughts that are spoken and thoughts that are put into lyrics with a musical back track. We see thoughts played out in movies, plays and on television and the Internet. From the moment we are born we are gathering information as we are taught our name and learn who we are, what we are (in human terms), and we are taught religion and scholastic studies. We learn what is expected of us, what the rules are and how to conduct ourselves in all our interactions. We are constantly gathering information. How does it feel to step out of mind in order to analyse yourself?

I analyze everything, including myself, but I don’t do it outside my mind, I do it with my mind. I am a mind. We are all our minds. The body is not who we are. It is a temporary vessel. We are information and energy and our true form is mind which is ethereal, not physical. To truly experience the mind without the body is to know vast, weightless, empty space. The thing in this vastness is “you;” the collection of your thoughts of yourself; your identity, your character and personality, your memories and beliefs and all your thoughts, feelings and proclivities. There is no thing in your space but you and your thoughts and as you are not physical and your thoughts are not physical, there is nothing solid to take up space which is why you feel vast and weightless.
